Tools for water planning and management (16 - 20/04/2007)

23 trainees: National Institute of Urban and Rural Planning; Hanoi Department of Architecture and Urban Development; Hanoi Department of Natural Resources, Environment and Land Registry; Hanoi Urban Planning Institute; construction departments in the provinces of Bac Ninh, Hai Duong, Hung Yen, Ha Nam, Hoa Binh and Vinh Phuc (because plans call for them to be included in the Greater Hanoi area).

Water management in Vietnam is currently under various territorial master plans or urban development plans, whereas it should be under development plans specific to watersheds or river basins. Thus, the tools used in this area are very simple and unspecialized, while the topographical and hydro-geographic features of Vietnam are greatly varied and include many watersheds. The increasing use of water and pollution caused qualitatively by urban expansion are spawning planning and management challenges for which the local and national authorities are ill prepared.

During the first three days of the training session, the trainer gave an overview of water management in France and went on to describe in detail the different tools respectively: water management master plan, plan for flood risk prevention, river agreement, rainwater management plan, etc. The last two days were spent in workshops in which the trainees were assigned to adapt the methodology acquired, perform a diagnosis and propose a water management plan for the Nhue-Day river basin (that is suffering from an alarming level of pollution along its course through Hanoi).
