Third joint committee meeting for cooperation between the Île-de-France region and the Hanoi People’s Committee (24/03/2006)

Meeting with HPC chairman

The third meeting of the joint committee for cooperation between the Île-de-France region and the Hanoi People’s Committee was held on March 24, 2006 in Hanoi. The delegation from Île-de-France was headed by Ms. Janine Haddad, vice-chairperson of the Regional Council, in charge of international and European affairs. It was made up of the chairman of the International Affairs Commission, Mr. Jean-Félix Bernard, seven regional councilors representing each political level of the regional assembly, along with the director of planning and transport and two mission officers.

Signing of joint committee meeting conclusions

The delegation was received by the chairman of the Hanoi People’s Committee, Nguyen Quoc Trieu. The debates of the joint committee meeting were co-chaired by People’s Committee deputy chairman, Mr. Do Hoang An and Ms. Janine Haddad. The directors and officers from International Relations, Transport and Public Works, architecture and urban planning and public transport planning from the People’s Committee outlined their cooperation projects. The director of the Institute for Urban and Rural Planning (Ministry of Construction), the director of the Skills Development Center of Hai Ba Trung district and the principal of the Amsterdam High School were also present to put forward cooperation initiatives. The joint committee meeting defined cooperation initiatives under the 2006-2010 core program. In the area of urban planning, IMV will continue its activities (training, feasibility studies, publications, etc.) up to 2010. Its main thrust areas are public transport, water and drainage, Hanoi region planning, as well as urban development and preservation of heritage in Hanoi.

Site visit in Ninh Binh

As a side event to the joint committee meeting, the delegation was also received by the deputy minister of Construction, Mr. Tran Ngoc Chinh, to discuss the Hanoi Region Master Plan. The delegation went on to make a site visit to Ninh Binh province to study a drinking water supply project under SEDIF funding, with implementation by the NGO EAST. They made another visit to Hai Phong to discuss with the deputy chairman of the People’s Committee the role of Hai Phong in planning the Hanoi Region, notably in the area of passenger and commodity transport.
