In years to come, the city of Hanoi needs to set up a transport management authority in order to coordinate the various operators—bus, subway and regional trains. It wished to conduct a mission of a technical and policy nature to stimulate thinking on the institutional restructuring required within the Hanoi People’s Committee. In Paris, the delegation met the director of the Sustainable Development Unit, Jean-Claude Gaillot, and the director of the PTA (Public Transport Authority) of the Île-de-France region (STIF), Sophie Mougard. Meetings on the structure and operations of transport management authorities were held with Mr. Yves Robin-Prévallée of the STIF and Mr. Raymond Maubois, public transport consultant.
The delegation then went to Lyon to learn about the SYTRAL operation (joint transport union for the Rhône and Greater Lyon area) and meet its chairman, Bernard Rivalta, at a joint meeting with a delegation from Ho Chi Minh City invited by PADDI (centre de prospective et d’études urbaines, Rhône-Alpes cooperation and Ho Chi Minh City). A tour of different modes of public transport used in the Greater Lyon area (bus, tramway and subway) was arranged by the network operator. These get-togethers enabled the members of the delegation to compare types of organization appropriate to the geographical, political and economic patterns of the two cities and draw lessons for their similar project in Hanoi.
