The expert worked on the transport planning strategy for the Hanoi region. He met with various officials and technicians from the Ministry of Construction, Ministry of Transport and Hanoi People’s Committee. He assisted by providing methodological support for regional transport planning based upon two key principles: set an order of service priorities (national, regional and urban) and integration (physical and intermodal). It would be possible to build regional services on the existing railway line that is significantly underused.

These conclusions were debated in two working sessions with the NIURP director and representatives of the Ministry of Transport and Hanoi city. A training session on regional transport planning was held on July 5-6, 2005. Participants included planning and transport engineers from the Ministries of Transport and Construction as well as from various Hanoi People’s Committee departments. The purpose of the training was to outline regional transport planning methods based on experience from the Île-de-France region. In addition to the instruction, exercises were held focusing specifically on Hanoi in order to provide an opportunity for hands-on application of the methodology advocated.
