The planning choice |
In follow up to the 2004 mission, the two French experts provided enhanced assistance to the National Institute for Urban and Rural Planning (NIURP which became VIAP - Vietnam Institute on Architecture, Urban and Rural Planning - since 2008) based on IMV’s cartographic and statistical study and formulated their development proposals in consultation with that institute. The socio-economic component emphasized the diversity of each province’s economic fabric (heavy industry, light industry/handicraft, agriculture, port activities, etc.), along with the proposal to closely link production with the tertian sector. Population is also a key issue, with the need to urbanize 5 million people living in rural areas and to move another 3 million into non-agricultural activities in rural communities. The planning phase highlighted a high-potential development corridor between Hanoi and Ha Long Bay, bolstering the existing axis between Hanoi and Hai Phong.
The advice provided was discussed at several working meetings with the NIURP and was reviewed at a seminar chaired by deputy construction minister Nguyen Tan Van with the participation of numerous Vietnamese experts (Vietnamese Association of Urban Planners, Architects’ Association, Association of Vietnamese Cities, etc.).
The proposals made by the French experts were included in the draft master plan submitted to the prime minister for approval.
